Sir:-
With reference to your letter of the 16th instant,
I am directed by Secretary Sir E. Gray to transmit to
you herewith, copy of a telegram from His Majesty's
Minister at Mexico, relative to the rejection of
Chinese immigrants by the Mexican Health Officer at
Salina Cruz.
I am to state that Sir E. Grey proposes, subject
to the concurrence of the Earl of Crewe, to approve the
suggestions contained in Mr. Tower's telegram.
